I have been using a product called PHPRunner for a while now and I have to tell you it has cut my development time on dynamic site projects considerably. I don't hand code anything anymore, i let this software build my database and then generate my php pages. I will occasionally have to go in and add a few expressions here and there but ultimately it works well out of the box. I recommend it to everyone but especially veteran php developers who are looking to save time.
Also, if you are a total newbie looking to build a dynamic site with php / mysql you can use phprunner to do this also. You just add a new project and it's wizards will walk you through the entire process of designing your database to styling your pages with css and even ftp to your server.
They offer a free trial, I would give it a shot to see if it's right for you but out of all of the tools in my toolbox I would recommend this one first and foremost.
