If you're not comfortable laying a site out with CSS, then perhaps you could at least use CSS to remove a lot of the unnecessary markup from the code of each page into a separate style sheet. You could use margins and padding instead of spacer images that way too. It also doesn't quite resize to 800x600. It's a nice looking site but really it could easily be done using CSS to lay it out and remove all of that messy code. As it is I wouldn't pay anything for this job, pretty though it is - you are excluding a lot of users and as a business I would see that as a poor investment.
