I have not used Joomla myself (I think it is PHP). There are thousands of photo album scripts out there that you could use. I use one on one of my sites as well. I would look at one of them for that - but you would first need to determine ASP, .NET, PHP and what type of database (MS Access, mysql, MSSQL). As far as updating the site herself, you did not state if the customer knew XHTML or how to use a WYSIWYG editor. Assuming she does not, then probably a CMS would be best. Content Seed is one CMS application, there are thousands of others. But it goes back to the server side language as well.
