in firefox: options - tools - tabs - new pages should be opened in: new tab or are you using ie, opera, safari??
if you mean controlling it from a web page then you can't

As Dave said, you can't force users to open a new window or a new tab and you really shouldn't try in the vast majority of cases.

how control this from ms-ie7 so, each NEW WINDOW OPEN request from a link, go NOT to a new window but to a new TAB ?

Tools > Internet Options > Tabs, Settings > choose settings as desired.
