Make vector graphic from selection (Full Version)

I have PSP - versions 8 & 11. I can't figure any way to may a vector graphic from a selection - let's say, for example, I have a complex shape from a scanned image (a raster layer), I can make a selection from it but once selected I'd really like to have that selected shape converted to a vector graphic.

Is that possible - can anyone help with this.

I use version 8, and as far as I know there isn't a way to convert to vector graphics.
