Wich is the best? Can Dreamweaver do more than front page?

Yes and it has a much bigger learning curve. It's not a push button churn out web page tool. It's also a heck of a lot more expensive.

What level are you at? Do you understand HTML and CSS?

Well, let me put it this way, I've been using front page for more than 3 years, and I am able to skin softwares like vbulletin, coppermine etc. So I don't think I'll have a problem to learn Dreameaver. Yes it will take so time, but I'm looking for something new to learn.

Can dreamweaver be used to design flash sites? Or be used as a CSS or PHP editor? Is there anything specific dreamweaver can do more than front page?

Dreamweaver can do a lot of that but so can lots of other editors. Before you settle on anything new I would strongly suggest you try a demo as they're all different and it's taken me months to find one I like that does everything I want.

As to Flash, you need Flash or Swish or similar. All the editors will pull in pre-built flash but they won't do a full Flash site.

You should also understand that whilst they'll allow you to write PHP you won't be able to preview it on your machine unless you set up an Apache server on there.

Dreamweaver would definitely be better for you, I skin many things (live help programs, forum software, etc..), Dreamweaver is very helpful. I also manage all of my PHP based websites using Dreamweaver.

Doing a quick search, it looks like this place is the cheapest for Dreamweaver CS3. There was only 1 resellerrating.com review, and it was negative, however, they have decent ratings on pricegrabber. If you don't want to take the chance with a low cost place like this, you're more than welcome to pay $400 somewhere else.

As Jaybee said, go for the trail, see if you like it. You will really enjoy the find/replace (options with selected text, current page, entire website, or specific folder) when you are busy coding skins.
