Where should I begin? I need to learn to build web sites. What should I learn first -- should I begin with? Dreamweaver or MS Expession, or something else? CSS? Flash?

And preferably not a WYSIWYG editor like DW or Expressions. If someone gives it to you - then fine, just learn using code view. But otherwise it would seem to be a very expensive way of learning to code. Plus there's the learning curve related purely to how the software itself functions.

I'd suggest learning the code (CSS, Markup whatever) using a free HTML editor such as PSPad, Crimson Editor, Araneae, or possibly HTML-kit (although there may be too much "stuff" in there that would be distracting).

Once you really get to grips with the code then if you really want to you could move to a WYSIWYG editor (I've never bothered) and you'll be able to check and correct it's failings.

Boy! You're in for some confusion.

My suggestion:

Learn HTML and CSS while you use a WYSIWYG editor. That way you will get a more graphic visualization of what you're doing. You can start with just code but it is as exciting as watching paint dry.

My question to you is: do you wish to learn because you want to make a career out of it or do you wish to create a website only? Your answer will determine how far you are willing to go.
