What is the best format to convert videos for online viewing on your website? What is most universal?

I'd say Flash.

Even so there are many other browsers, but running windows the media player should readily available for viewing. Which would be the WMV format.

However, the flash files would be definitely smaller.

Do you have recommendations on conversion software?
I'm starting with a WMV file.
Also what options should I make sure to keep at a min. or max to keep a small FLV file with good quality?

There are a few free ones around like this: http://media-convert.com/convert/

Also you should have a look at Swish Video 3 (trial version) and Wimpy player.

I've recently used Swish Video 3 to turn a MPEG film into a Flash film with moderate ease (I've got very little experience with Flash or video).

You've got a load of file options within that as far as what you want the end product to look like (you can even add controls).

I used Adobe Flash Encoder and encoded a new file.
Then I went into Dreamweaver inserted a flash movie, etc.
I uploaded my new flv file along with all the extra dreamweaver components.
Now when I go to my page, I get a blank box.
How come I can not see my video?
