Hi,
If I was looking to develop a website that can have certain sections updated by other users, what would anyone recommend? I'm looking for something where each user (approximately four or five) has their own login and can only update their section, but one administrator (or two) can update anything. Not all of these folks are very computer literate.

You need a content management system. Go take a look at Joomla 1.5.

There's a pile of CMSes for everything that you even couldn't imagine :))) Take a look at OpenSourceCMS and also CMS Matrix and pick something that U like :)

Whoa. Stop. Picking something you like is fine but make absolutely certain before you start that your chosen package has a very good and extremely active support forum or community. There's nothing worse than coming up against a glitch and finding that there is nobody around to answer your questions. Some of them take forever to answer as well so be choosy.
