I would like to use a blank color back ground for my website
that you often see now. In other words, the actual left and right margins leave about 1 or 2 inches on each side such as this

That's not the margins - that's just the space you can see around the edge of the fixed width site depending on the width of the browser viewport.
Just assign the body element a background colour in the stylesheet:
body {background-color: #ccc;}
for example.
