I need to create an alert which should work even when the browser is closed.

Hmm, if you're talking about having something on the clients PC that alerts them somehow without a browser then you would need to write some software and have the user download and install it locally on their PC. And, unless your users really trust you they probably aren't going to do this. You're probably out of luck.
