Someone I'm working with thought she heard that it's necessary to put navigation links in the page footer in order for them to be accessible to alternative browsers and page readers. Someone else said they thought this was not necessary and that most newly designed sites are not using footers or footer links at all, or at least not as a location for text navigation links. I couldn't find anything specifically about this in a search of this forum. Does anyone know anything about this? Is this possible a case where it was once advisable with older browsers or page readers, but not necessary anymore? The site was designed using a CMS (not one of the common ones). The page source from the browser looks like the navigation panel is in javascript.

Thanks for any information you can give me about this.

There's no requirement for it.

As long as the primary navigation is accessible then I don't think it's necessary.

If for some reason the primary navigation isn't accessible (maybe it's Flash or for some reason you need a mouse for it) then you'd want to have a secondary navigation system of some sort .

Best thing is to ensure that the main navigation is accessible then you don't need to bother with anything else.

You mention that the navigation is javascript - well see what happens with JS switched off. Does it still work? Can you navigate around the site without a mouse - just by tabbing? Without CSS and JS on do you get a list of links (i.e. can a screen reader "see" the links)?

If not - it's not accessible.

It may be possible to tweak the CMS to work better and not produce the javascript rubbish (which may be a problem for SEO too).

Ya, that makes sense. I figured it was something like that (e.g. Flash or other inaccessible navigation). I'll have to test it sans js. Thanks Tailslide!
