We've seen this question many times before and the stock answer: Publish instead of FTP seems to be the fix.

Does your site display properly when you: >>File >>Preview in Browser?

The "preview pane" sometimes displays differently than the "preview in browser"

Did you try what Larry suggested with the preview in browser? Are you using Publish instead of FTP? Could you have accidentally used FTP last time to upload the site?

Hey good news i have my shared borders back now!!!
i just created a new page but changed the shared borders to this page only ( as opposed to all pages) and it worked this time this is bizarre.... so i guees i will have to change all the pages manually (shared borders to this page only) which i dont mind, but still think their is something else i am missing

Your site may need FrontPage Extensions and Publishing instead of FTPing. By FTPing you may have corrupted FrontPage Extensions if they were in place to begin with and they need to be uninstalled/reinstalled. It's possible, also, that your host may have withdrawn FP Extension support - check with them. The "bug" thing is put-off baloney.

You need to pay more attention to our individual and specific comments to get things right.
