At first sight it seemed that sites needed to be built on Ruby, but I found a comment by one of the designers that said - quote:
LESS doesn’t require Ruby, it’s just that the main compiler is written in Ruby and comes as a Ruby gem. So if you have Ruby installed you can easily compile .less files to .css using that gem — but you don’t actually need Ruby at all for the rest of the site, it’s just the compiler. Additionally, there is a web based compiler for LESS at www.tripeedo.com . Obviously the Ruby one is best, but you are not limited to it :) Hopefully we might see a PHP one in the future as well, giving you even more options. It looks a bit too confusing for now and how would IE6 cope with such a style sheet - some of us still have to cater for such users.
