My ISP recently upgraded the server to Sever 2008/IIS7. When they published
my website to the new server the home page was renamed from index.stm to
index.htm. When I tried to rename the home page via FrontPage 2002 back to
index.stm it was changed to default.htm. I have since learned that index.stm
and default.stm were not in the default documents list at the time my web was
published.

I have added both index.stm and default.stm to web.config but when I rename
default.htm to default.stm FP takes my home page out of the navigation
structure. How do I get my home page to be default.stm? Note: Default.stm is
the first name in the list.

When I do "Set as Home Page" FP renames it back to Default.htm. It almost
appears as though the default document list in web.config file is not
supported by FP2002 SP3. Is it possible that FP is just referencing the
server level config file?

Your hosting control panel should give you the option to decide what file name your default home page will be.

Also, you can do the following in FP.

Tools > Options > Configure Editors > Click Icon for "new extension" > enter .stm > select FrontPage > Ciick "set as default."

What is the "hosting control panel"? Is this a IIS7 setting? Is the default documents list not used byFP?

I assumed you were using a commercial web host. That would include a web page to do stuff like that. IIS does have the ability to decide what the default home page is, but I haven't been inside that software in 6 years or so.

Thank you for the feedback. I was hoping someone could give me some specific suggestions on what settings to change/set in IIS7 and/or FP.

That's the correct way to go to solve the problem on the FP side.

Thank you but stm is already in the list. When I add an extension in FP2002 there is no option to "set as default".

Hmmm....

Maybe try deleting that and then add it again?
