Could be done! Why not? I started out with a laptop with 256 KB, an old copy of Frontpage and a very basic drawing software.
As long as there is an internet connection, it's feasible.

Look, a sane person never quits a job until he/she has lined up another. Hang on to the present paying job and do the webstuff in your spare time until established..
