This could be part of the problem, not sure yet. Look at this code. Also noted that there are spaces in the filenames, thus the % sign. This should be corrected. Is there any reason why it is like this? Is this a subweb of some kind? I would suggest making a table with several cells and placing all content in the table. There are many broken links, maybe you know this since you mentioned the site is still being developed.
