What's the best way to go about creating banner and pop up ads?
Do I need a separate program? If so, what's good?

Banners are easily created with FP Image Composer (Comes with FrontPage). Be sure to know standard sizes if you want uniformity.
FYI from painful experience of my own: When saving as GIF, be sure to follow the custom palette techniques outlined in several posts in the graphics forum of Outfront. Otherwise, your banners will look really bad.
