What is the easiest way to make a menu? I like the navigation of my site to have a rollover menu. Is these menus easier to do in Frontpage or Paintshop Pro, or maybe some other program or script?

Most here will recommend you avoid FrontPage hover buttons like the plague, and I agree. The rollovers in FP themes are fine though, and you can modify the theme with your own button designs. You can use three different buttons: on, off, and hover.

You can also use the mighty mouseover machine to generaate a script for rollovers which will use two images for each button, representing off and hover. http://builder.cnet.com/webbuilding/pages/Programming/Kahn/012898/

At any rate you can design your buttons using your favorite graphics program. Just be careful to keep the file size as small as possible.

Use PSP to create the images and use the Mighty Mouse Over Machine to generate the code (it's pretty pain-free).
