Hi Bill, I think if you do a search in the Outfront Products Support forum below for the template name you may find an answer. If not, Ask in there and I'm sure you'll get a response from Thomas.

Bill, The best way to begin any website, especially one you want centered, is to pick the width you want (I recommend 730-740 pixels for optimized viewing in 800x600). Start with a 1-row, 1-column table and center it using Page Properties in FP. Then build your other tables within that one table. If you do this you shouldn't see the effect you have in your example URL. This gives you sort of a box within to build your page.
