I would first get in touch with your webhosting company. make sure everything is ok on there side. Make sure what you are trying to publish is supported by your web host. IE frontpage extensions. If so make sure you are publishing to correct address. check logs to see if there are any error messages.

My webhost company does a page like this for all of my new sites that indicates that it is "under construction" (or similar to what I see whan I look at your site.) I usually open the site live and then rename the index.htm or default.htm page to something else, then publish my original stuff. Check to be sure that the home page (index.htm) is your stuff and not the temp one given by the webhost company.
