winter -> Why won't navigation publish? (6/20/2002 22:23:35)

I originally put this issue under intermediate/advanced, but it is continuing and I think this is a server issue. I am managing a subweb of an org. as a volunteer, and have been set up with Frontpage & all its extentions at the subweb ...because that's what I know. The main part of the web is done by a regular web developer - who doesn't know Frontpage. The site has been stable and running without a problem since last Nov. with weekly updates to content. Last week while visiting the site, it was upside down - pages scrambled, text defiled etc. so in the abscence of the web master, I decided to just try and fix it by republishing. Half way thru republishing an error was returned "server error: cannot create file _vti_cnf" A number of things were looked at but in the end, I still couldn't get the site to publish with the navigation structure. To fix the problem the host, webmaster and myself decided to wipe the whole thing out, - done by the host, then reset the extensions and start again. I published this afternoon. All pages seem to have uploaded when I check the site live, but once again, there is no navigation structure. I also recalculated the hyperlinks live. Since I can publish the site as a subweb to my own site and there are no problems, I conclude it must be a server issue. Its also an issue that I encountered at my old host, where the tech staff always implied it was "something that Frontpage does... we don't know what it is" or its a scripting error and your fault. Figuring out the problem at this point is just story telling for me... Does anyone have a more professional idea of what is going on... and what to do. Your help as always is very appreciated.
