Is there a way to look at lets say a Word Perfect Document without having an external window pop up or losing the formatting? We tried pdf but would have the viewer pop up. You have to understand the Average user where I work. They would freaked out when they saw a second window pop up, and would forget about it and have their system lock up. It was a quick fix for us but.... You get the idea

You should be able to have the pdf come up in the same window, but it will, of course, have the Adobe logo flash for a moment as it applies itself to the window. There's no way around that.

I haven't used a .doc file like this, but you could put it in your web and link to it. Problem is, it would need to pull up a program on their pc to read it and they'd probably freak more over that than the pdf.
