At my website roadsidelumber.com I would like to have that top portion of the home page follow the person browsing anywhere on my site and to any other web site that they go to from my site.

Councilman, it sounds like you need to use "Shared Borders". This works a lot like frames but without the headaches. Whatever you choose to place in the top border can be seen in every page of your site, or you can select what pages it does and does not appear in. Go to FORMAT / SHARED BORDERS at the top of the FrontPage program window. This will allow you to set up the shared borders. Hope this helps. Ted, you're talking about frames and frames have lots of problems. Here's an article that will give you some information: http://www.useit.com/alertbox/9612.html

Also, pulling other's sites into your frame is illegal.

I'd rethink this one.

Maybe check out includes. No search engine penalty. I use includes for all site navigation menus.

Illegal as in a number of large companies have sued and won. IE: You can link to them, but not open their site inside a frame as a part of your site.
