Councilman, it sounds like you need to use "Shared Borders". This works a lot like frames but without the headaches. Whatever you choose to place in the top border can be seen in every page of your site, or you can select what pages it does and does not appear in. Go to FORMAT / SHARED BORDERS at the top of the FrontPage program window. This will allow you to set up the shared borders. Hope this helps.
