Security problem

I am the webmaster for a state hospital in Georgia. I am attempting to make a couple of subwebs so that a few people can make changes to certain areas. When I go to tools, security it is grayed out. We are running Windows 2K Professional on the webserver, what is the extension or setting to make me an administrator so I am able to do this. thanks

if you are a domain admin or in the local admin group for the machine you will have admin rights to IIS
